WePulse - The Local Government Digital Transformation Programme

The Local Government Digital Transformation Programme | Paradigm WePulse is a computerisation programme for Local Authorities, launched at the initiative of the Brussels-Capital Region and orchestrated by Paradigm in partnership with Brussels Local Authorities. The programme has two main objectives, namely to develop a modern and efficient relationship between users and local authorities and create economies of scale.

Supporting the development of IT tools for municipal administrations and PCSWs

WePulse supports municipal administrations and PCSWs in the region to achieve the following goals:

modernisation of computer tools
reduction of the administrative burden
saving time for employees and citizens

improving the quality of the work environment
the digitisation of the relationship with users, citizens, companies and partners
ease of access to the information
reducing the complexity of IT systems
cost containment.

Targeted areas of application according to the needs of the local authorities

WePulse aims to harmonise operating modes and business processes. Ageing and failing systems will be gradually replaced by a new generation of software.

Four main areas of application are targeted according to the needs of Local Authorities:

financial management

human resource management
management of social files
management of relations with users, citizens, companies and administrations

A Programme for Local Authorities by Local Authorities

The governance set up by WePulse is inclusive and participatory. It is a programme for Local Authorities by Local Authorities. 18 municipalities and 17 PCSWs are already involved in the programme. The municipalities and PCSWs are involved in the work and joint decisions at each stage of the programme. Different governance bodies meet monthly to co-construct the project.

Numerous working groups identify and evaluate the needs of the municipalities and PCSWs. After the analysis phase, each administration receives a personalised roadmap with a budget estimate and a customised schedule and also receives change support.

The WePulse programme creates the pooling of efforts, experiences and contracts that benefits citizens and each partner.
