Digital inclusion of citizens

Digital inclusion of citizens | Paradigm A Digital Public Space (DPS) is a public place offering a programme of access, introduction and support with information and communication technologies for citizens. The Paradigm's Digital Public Space (DPS) service equips these public spaces (schools, municipal premises, etc.) with the necessary computer infrastructure for the projects offered to citizens. DPSs help to reduce the digital divide in the Brussels-Capital Region.

A Digital Public Space (DPS) is a public place offering a programme of access, introduction and support with information and communication technologies for citizens. The DPS helps to reduce the digital divide in the Brussels-Capital Region. 

Paradigm equips these public spaces (municipal premises, schools, etc.) with IT equipment such as computers, software, printers and projectors, and maintains this equipment for four years.  The DPS is a front-line actor in the fight against digital inequalities and the most effective tool for integrating people who are removed from the digital world. 

Promote the digital inclusion of citizens 

The digitalisation of society is a vehicle for opportunities and simplification for citizens. However, this digitalisation also leads to inequalities within the population, linked to access to computers and an Internet connection, knowledge of computers and how to use them, and usage and the ability to take ownership of the contents made accessible by Information and Communication Technologies.  

To make the Brussels Region a Smart City that increases the well-being of its citizens (privately, professionally and in their interactions with the administrations) and boosts economic dynamism, it is essential to increase the accessibility of digital tools and basic digital skills in a comprehensive and ongoing way.  

This is why the Region has adopted a Digital Ownership Plan [fr][nl]. The Digital Inclusion Coordination (DIC) for the Brussels Region (within Paradigm) coordinates the implementation of this multi-stakeholder Plan, which is the result of collaborative work between public, private, academic and community stakeholders. 

Digital inclusion: certified DPSs 

Since 2019, Brussels has had a certification for DPSs recognised by the Brussels Region, guaranteeing their quality. This label is accessible under certain conditions and is granted for an indefinite period, as long as the DPS respects the eligibility criteria and the Charter of Certified DPSs [fr][nl]. In conclusion, a Digital Public Space allows citizens to access digital tools while being supported and guided by people with in-depth knowledge of the tools. The DPS approach is part of a sustainable and structural perspective. Digital technologies will not cease to evolve and new practices will continue to emerge. DPSs are therefore here to respond to the changing needs of the public and the digital divide, with particular attention to basic skills (mastery of the mouse, keyboard, basic environment and Internet basics).
