Services to citizens

Over the past 25 years technology has profoundly changed the relationship between administrations and citizens. Citizens not only expect public services to be online, they also expect them to work efficiently and transparently, with increasing ease of use, personalisation, speed and reliability. So the smart city uses digital tools for the benefits of citizens, especially in terms of e-government and information.

1. IRISbox

The Brussels-Capital region's one-shop stop celebrates its thenth anniversary in 2016.

The 19 communes and ten regional administrations are present at IRISbox, providing access to more than 300 forms online.

  • Citizens no longer need to go to the municipality for official documents. All they need is a computer that can get online, an electronic ID card and a PIN. Documents loke birth certificates, household composition, resident's parking permits and deth certificates can all be requested online.
     
  • Businesses and liberal professionals can also access forms and administrative services online.
    • Architectural firms can apply for UrbIS licences for the regional cartographic tools.
    • The administrations of Anderlecht and City of Brussels accept death certificates filled out online by funeral directors.
    • The latest version of IRISbox, which went online at the end of January 2014, includes a "business section" to manage the access rights to applications made by businesses.

In 2014, 27,000 documents were ordered through IRISbox. When the service was launched in 2006, that number was just 131.

IRISbox has 72,000 registered users, an increase of 20,000 since 2014.

"Intelligent" forms are expected to be introduced soon, once the Regional Services Integrator project is operational.

2. Nova

Nova is a single dedicated platform for managing urban development and environmental procedures. Serving both local and regional administrations, it is a good examples of how resources can be shared to improve management and, with a view on the smart city, service to citizens.

  • Nova speeds up the permit issue procedures while ensuring that the same information is not entered twice.
  • Citizens can follow the advancement of their applications online with their electronic ID card and a code they receive when they make their application. However, due to a final legal obstacle the applications themselves cannot yet be submitted online.
  • The 19 municipalities of the Brussels-Capital Region have been managing their planning permits through NOVA since the end of June 2014. Fifteen of these municipalities also manage their environmental permits through NOVA.
  • 543,000 applications (planning, land division and environmental permits) have been managed through NOVA since launch, which equates to 645,000 documents and 423,000 attachments (plans, annexes and so on).
  • The urbanisme.brussels site attracted almost 30,000 visitors in 2014.

3. Regional be.brussels portal

This is the portal for the wide range of information on the Brussels-Capital Region.

THe information, which is available in French, Dutch and English, is arranged according to 5 themes:

  • Living in Brussels
  • Work and Enterprise
  • Mobility and Transport
  • Education and Training
  • Culture, Tourism and Leisure

Portal updates are coordinated by a content manager, who is based at the BRIC. Information is added and updated by around twenty contributors (BRIC, SPRB, SIAMU) in accordance with the editorial charter.

  • The arrival of new competences for the Region following the sixth reform of the Belgian state necessitated updates to the form and content of the portal pages.
  • Due to the switch to anew URL (be.brussels) all internal links had to be updated and work was done on referencing of the portal.
  • Many pages and email addresses were changed in accordance with the new name of the ministry: Service Public Régional de Bruxelles (SPRB, Brussels Regional Public Service).

More than 1.3 million sessions and 2.8 million page views were logged in 2014. Seven out of ten visitors to be.brussels were new.
